Funded by the Australian Department of Foreign Affairs and Trade (DFAT) and the Swiss Agency for Development Cooperation (SDC), Oxfam’s Inclusion Project Phase 2 (IP2) builds on earlier efforts to advance inclusive, equitable, and sustainable water governance across the Greater Mekong region. Implemented by Oxfam in consortium with International Rivers (IR) since 2020, the project promotes women’s leadership, civil society engagement, and accountability in water and renewable energy governance. This End of Project Evaluation, conducted by an independent team, assesses IP2’s impacts, effectiveness, and lessons learned. It highlights strong progress in women’s and marginalised groups’ leadership in water resource governance, community-led research approaches, and regional civil society networking. The report also identifies ongoing challenges—such as limited government and private sector engagement—and provides forward-looking recommendations to strengthen gender equality, inclusion, and sustainability in future programming.
