This study examines the extent to which WASH policy documentation in Bangladesh and Cambodia include information on the rights of PWD, and women and girls, and the degree to which policy commitments have been translated into program implementation. The study separately identifies the rights of PWD and the rights of women and girls in WASH policy documents of Bangladesh and Cambodia. It then studies how the rights of PWD and women and girls have been addressed in programming. The study found more references to women as a whole of population group (33%) than for PWD as a whole (14%), however there was little attention to WAGWD as a distinct group. It notes accessibility as a core issue but little reference was made to empowerment, family support, and sustainable service provision. It also found that the rights enshrined in documents were not evident in programming.
