This resource addresses women, PWD, children and the elderly as separate distinct groups however it recognizes intersectionality noting that all categories of disadvantaged groups are not homogenous with the need to acknowledge the different ways that people experience discrimination and exclusion. The strategy considers poverty as a cross cutting issue that exacerbates vulnerabilities and inequalities for all groups of people. The strategy identifies leveraging smart solutions in urban planning, financial management and service delivery to address the challenges, barriers and opportunities for women, PWD, children and the elderly through increasing awareness and capacity of city government actors, improving data collection and use through smart solutions and undertaking analyses and research for city level smart interventions and improving smart solutions.
