Katalis's Lessons Learned_GEDSI and Trade Programs.pdf

This paper examines how gender equality, disability, and social inclusion (GEDSI) considerations were integrated into Katalis, a five-year aid-for-trade program under the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA). Katalis is a bilateral, government-backed economic cooperation program supporting strong, sustainable and inclusive trade and investment between Indonesia and Australia. Although neither IA-CEPA nor Katalis were initially designed with a GEDSI lens, early efforts to mainstream these principles delivered notable commercial and social outcomes. The document reflects on lessons learned, highlighting successes and limitations in addressing structural barriers for women, people with disabilities, and marginalized groups. Key insights include the need for targeted strategies, operational tools, and long-term engagement to achieve systemic change. It concludes that inclusive trade requires intentional design, flexibility, and complementary measures to ensure broader participation and equitable benefits.
