This paper tackles the question of how women leaders at the national and subnational levels of government managed COVID-19 response and recovery during the pandemic’s first fifteen months, from January 2020 through March 2021. The paper reflects on the question that captured public imagination—did women prime ministers and presidents contain the virus more successfully? The paper then pivots to identifying the features that characterized women leaders’ pandemic decision making.
